Royal Docks’ anchor institutions unite to accelerate the net zero transition

Anchor institutions in the Royal Docks are working together to turn their individual net zero commitments into a shared plan for decarbonisation. This joint roadmap will focus on quick wins, smart investment and cutting carbon emissions by 2030.

The Mayor of London’s Zero Carbon Accelerator is providing technical support to help create a strong foundation for long-term investment and effective delivery. This consortium includes the Royal Docks Team, London Borough of Newham and the University of East London.

Over the next 6-12 months, the partnership will expand and replicate existing pilot projects. These will feed into detailed investment plans for each site, ensuring resources go to the most impactful projects over the following 1-2 years.

This project at the Royal Docks is a powerful example of the collaboration London needs to accelerate decarbonisation – delivering real benefits for local communities now, while helping to build a greener, fairer London for the future.

Funding and impact

Together, the institutions have committed £30 million for decarbonisation projects, including renewable energy and low carbon heating. By combining budgets and prioritising high-impact projects, they aim to deliver the maximum amount of carbon savings at a regional level.

The project will also show how joint procurement can secure better deals and long-term investment compared to individual approaches.

Building on success

Several Royal Docks anchor institutions have already delivered decarbonisation projects through schemes such as the Public Sector Decarbonisation Scheme (PSDS) and continue to do so. This new initiative helps reprioritise projects and budgets across multiple estates, speeding up short-term delivery while planning future investment for the area.

This partnership marks a major step towards creating a sustainable, low carbon future for the Royal Docks and beyond.

Mete Coban MBE, Deputy Mayor of London for Environment and Energy, said: “We know that cutting carbon emissions at the scale London needs can only happen with organisations work together. That’s why the Mayor introduced the Zero Carbon Accelerator – to give partners the support they need to turn ambition into action and drive down emissions across our city.

This project at the Royal Docks is a powerful example of the collaboration London needs to accelerate decarbonisation – delivering real benefits for local communities now, while helping to build a greener, fairer London for the future.”

Rokhsana Fiaz OBE, Mayor of Newham, said: “In Newham we’re committed to delivering meaningful climate action to accelerate the health and wellbeing of all of our residents. That’s why we embrace a just transition: because our borough is disproportionately impacted by climate change.”

Dan Bridge, Programme Director, Royal Docks Team, said: “Joining the Zero Carbon Accelerator programme is a vital step in advancing the Royal Docks’ net zero ambitions and builds on our ambitious climate agreement with Newham, anchor organisations and local partners. This support will help us create meaningful, long-term change for our community and the environment.”

This project is being delivered by the Mayor of London’s Zero Carbon Accelerator. Alliance members Mott MacDonald and Zerogram have supported the development of this support package, in partnership with the Greater London Authority, London Borough of Newham, the Royal Docks Team and University of East London.
