Royal Albert Dock - Development Opportunity

Royal Albert Dock is one of London’s most significant regeneration opportunities, offering up to 400,000 sqm of new development potential across a 30 acre site. It is a unique opportunity, distinguished not only by its scale but also the potential to curate a vibrant new mixed-use neighbourhood at the heart of London’s move Eastwards.

A procurement process has begun, seeking an innovative Master Development partner to deliver a transformational new major mixed-use development . This will establish a dynamic new place characterised by investment, innovation and enterprise, alongside new homes and community. A Master Development partner is anticipated to be appointed in Autumn 2026.

Our plans for Royal Albert Dock are bold and exciting. As well as new homes people can afford, we’ll be opening up a vast array of jobs and opportunities reflecting the way we now need to live and work to secure a sustainable, inclusive and fairer Newham.

Future uses could include light-industrial and manufacturing, logistics, workspace, education and life sciences, high-value growth sectors (such as green technology and data-driven/digital economy), sport, leisure and cultural production.

Sitting within the capital’s only enterprise zone, Royal Albert Dock offers the opportunity for a wide variety of both employment and residential uses. It is expected this could see the delivery of up to 2000 new homes, as well as various non-residential uses across high-value growth sectors (such as green technology and data-driven/digital economy), education, sport, leisure and cultural production as well as light-industrial, manufacturing, logistics, and workspaces.

Royal Albert Dock is a key part of the regeneration of the Royal Docks set within a significant area of change and growth. Approximately £5bn of investment is planned for the wider area over the next 20 years providing 36,000 new homes and creating 55,000 new jobs.

The Sites strategic location is enabled through high quality transport infrastructure (DLR and Elizabeth Line) and a local network of business and educational institutions. New investment will simultaneously support thriving economic activity with an international reach - strengthening London’s reputation as a global city - whilst also delivering sustainable development grounded upon local community benefit, environmental responsibility and social value.

A first phase of development was completed in April 2019 (c. 47,000 sqm) under a previous Development Agreement. Originally focussed on office uses these buildings are now subject to a change of use application being marketed as ‘RAD London’. This application, by DPK, focuses on student accommodation as part of a wider educational campus (set to open in late 2026, subject to planning permission), including the potential for additional flexible office, research, development, health and educational uses.

Future investment will deliver a vibrant and sustainable new place, creating new affordable homes and delivering against my Good Growth agenda. Working with the London Borough of Newham I am determined to bring the Site back into use. This will support a more prosperous city, creating a fairer, greener, more inclusive economy that works for all Londoners and businesses.
